I'm still hoping it is misunderstanding in question - Zvezda so far didn't give up from any set previously announced, so I believe they will produce the 8073 'Russian Chasseurs' - Jägers or 'Napoleonic Shooters' informally, as planned before together with other planned sets.
Although it is normal that they as a company strive for a bigger revenue, more profit and further market development, it will be stupid to abandon a good business line such was their 1/72 miniatures range, with wich they take an enormous market share in the last decade.
Small sets cannot replace full sets, and that will only give a chance to their competitors like Waterloo 1815/Italeri, Pegasus and others.
I can understand that they want to enter 1/100 market, but it is improbable that they will successfully sale their Art of tactic wargaming system - have a look at Carlo Antonio's splendid work here -
viewtopic.php?f=35&t=8652, there is no interest at all for this gaming system amongst our members and visitors.
It is no wonder, I don't want to buy a 1/76 figures set because of incompatibility regardless how nice they are, so certainly I will never mix my figures with 1/100 and 1/144 scale tanks etc.
There are plenty of good wargaming rules for each era on the market, and none of them as far as I know suggest mixing of scales.
So to conclude - small sets could be a nice add-ons to full sets - if they are good in realisation and represent something missing in other sets, like special characters, commanders etc.
And that is all concerning us, 1/72 collectors and wargamers.
I suggest that we make some polls here on the forum - about do we plan to try Zvezda's gaming system or not, and are we think that their mini-sets can replace full sets, and after that we can inform them about our attitude. They claim that they want to satisfy their customers.
